That’s why we believe community is one of the most powerful tools we have to prevent child abuse and neglect before it starts. Beyond geography, community is about connection—consistent, trusted relationships that act like extended family. This sense of belonging is what we call relational permanency.

A Hub-and-Spoke Approach
In our model, our focus is the impact to the child at the center—each support is a spoke, interconnected and aligned with their growth and wellbeing. Powered by VectorScapeTM and VectorPoint®, we use data to guide both where and how we serve. VectorScapeTM identifies the neighborhoods where support is most urgently needed, while VectorPoint® measures how each child is doing—helping us adapt in real time to meet their evolving needs.
A New Model for Prevention
A Child Wellbeing Zone is a highly targeted, data-driven initiative designed to surround children and their caregivers with holistic, integrated support—right where they live. Rather than casting a wide net, Zones focus on neighborhoods with the highest indicators of risk, building trust and relationships with those most in need. These Zones begin with one family and grow outward, scaling connection and care block by block, until entire ZIP codes are transformed.

For nearly 150 years, Upbring has been a leader in child wellbeing—providing safety, healing and hope through foster care, education and therapeutic services. Each year, at more than 80 locations across Texas, we serve more than 14,000 children through programs that prioritize their wellbeing.
Upbring is advancing beyond intervention toward proactive, place-based prevention.
